ICT Governance

DH4’s offerings in the area of ICT governance are based on:

  • Our experience in the management of enterprise IT at CIO-level, and the successful delivery of ICT programs and projects
  • The application of relevant governance frameworks including ISACA COBIT 5, ISO/IEC 38500, ISO/IEC 20000, and Agile methods for digital transformation

Specific services include:

Risk Management

With formal professional qualifications including law, engineering and information technology, coupled with real-world leadership experience, DH4 consultants have the background to understand and manage technical, legal, organisational and economic risks faced by organisations and to apply relevant frameworks for their management, including the ISO 31000 Risk management standard.

Our particular focus is on managing risks associated with the use of digital technologies and includes:

  • Risk management plans and reviews for ICT programs, projects and functions
  • Gateway reviews to monitor and provide feedback on the progress of significant ICT investments
  • Assisting organisations develop policies, processes and procedures for responding to cybersecurity threats and privacy breaches, and deploying standards like ISO/IEC 27001
  • Independent assurance reviews of business processes and functions to confirm that risk management measures and quality controls are in place and have been applied
  • Root cause analysis

ICT Planning

DH4 consultants have skills and experience in the conceptual design and specification of ICT solutions based on the use and/or adaptation of recognised architectural approaches including TOGAF, Zachman and derivations of RM-ODP, with particular expertise in the government, health and not-for-profit sectors.

DH4 has internationally recognised expertise in:

  • Digital health standards including HL7® v2, CDA®, EHRS-FM and FHIR® standards, IHE profiles, and ISO, IEC, GS1, DICOM, SNOMED CT® and other standards relevant to interoperability, information security & privacy, clinical terminology, software safety, health records and registries.
  • Digital support for election processes including electronic capture and tally of vote counts and the calculation and distribution of results, online elections, electronic management of electoral rolls, secure electronic online voting, and systems for the registration and management of the electoral workforce.

Specific services include:

  • Development of business cases and procurement plans for ICT initiatives
  • Analysis and specification of requirements based on enterprise architecture and service-oriented approaches
  • Assistance with complex and sensitive procurements for ICT initiatives and services
